Philanthropy as Risk Capital in Asia: How Patient Funding Is Unlocking Impact at Scale

Across Asia, philanthropists are stepping up to fund early-stage, high risk innovation, absorbing the earliest and most uncertain stages of social innovation that address the region’s development challenges.

The Philanthropy as Risk Capital in Asia: Bridging Innovation to Impact report explores how philanthropic capital can be deployed to accelerate innovation, and its potential to scale this approach across the region. 

Commissioned by the Philanthropy Asia Alliance (PAA), a Temasek Trust initiative, and developed by the Centre for Asian Philanthropy and Society (CAPS), the report draws on 10 case studies across 13 Asian economies spanning climate, health, housing, water, waste, and digital inclusion. 

Collectively, the case studies examined have reached more than 210 million people across the region, a scale that demonstrates the potential of philanthropy when deployed as risk capital. 

Key findings include:

  • Patient, conviction-led capital can unlock transformative impact. Asian philanthropists often take a long-term view, supporting promising solutions through uncertainty and providing the staying power needed for innovation to succeed.
  • Relationships and trust are critical to managing risk. Beyond funding, philanthropists also bring networks, credibility, and access to government stakeholders to reduce implementation risk and lay the groundwork for long-term partnerships.
  • Early government engagement and alignment can drive scale. Several of the most impactful initiatives achieved greater adoption when funders helped align solutions with national or local priorities from an early stage.
  • Funders are expanding beyond traditional grants. The report highlights growing exploration of different funding instruments including concessional debt, recoverable grants, and equity investments to support social innovation at different growth stages. 

The report also highlights case studies that show philanthropy as risk capital in practice, including:

  • World Mosquito Program (Indonesia): Philanthropic support from the Tahija Foundation helped validate a novel dengue prevention method using Wolbachia bacteria, resulting in a 77% reduction in dengue transmission and subsequent integration into the national health plan.
  • INSPRO (China): In support of the government’s zero-waste city ambitions, the Vanke Foundation backed INSPRO, a social enterprise using insect-based bioconversion to recycle organic waste, and facilitated access to district government stakeholders to establish its operations. 
  • Haqdarshak (India): Early philanthropic backing and ecosystem support enabled the social enterprise to develop a digital platform that improves access to government welfare schemes for underserved communities.
  • Equatic (Singapore): Risk capital from Catalytic Capital for Climate and Health (C3H), a Temasek Trust initiative, supported the inception and growth of Equatic who is scaling an innovative seawater electrolysis process that removes carbon dioxide from the atmosphere and stores it in the ocean. 
  • Seven Clean Seas (Singapore): Philanthropic grants and equity investments helped build capacity and scale operations to recover and recycle ocean plastic across the region.

The report underscores the growing role of philanthropy in Asia as a catalyst for innovation, demonstrating how strategic, risk-tolerant capital can help scale solutions to complex societal and environmental challenges.
