Advancing Digitalisation for a Stronger Charity Sector

On 6 January, The Digital Capital Collective (DCC) Convening Workshop was held at Temasek Shophouse. Co-organised by iShine Cloud and Temasek Trust, the session brought together more than 70 participants, including leaders from local charities, funders, and technology partners, to explore how digitalisation can better support the charity sector.

iShine Cloud is a non-profit organisation established in July 2018 by Singapore Pools. Leveraging the IT infrastructure and resources of Singapore Pools, iShine Cloud supports charities in improving productivity, governance, and operational efficiency, enabling them to focus more effectively on serving their beneficiaries. From 1 April 2026, iShine Cloud plans to transition to operate as The Digital Capital Collective Ltd.

 


Introducing The Digital Capital Collective

Mr Seah Chin Siong, Board Chair of iShine Cloud and DCC Sponsor, welcomed participants and introduced The Digital Capital Collective. DCC aims to support Singapore charities through a sustainable, accessible, and scalable shared digital platform, enabling more effective digital adoption to drive meaningful and enduring impact.


Mr Seah Chin Siong, Board Chair of iShine Cloud and DCC Sponsor, introduced The Digital Capital Collective (DCC) to over 70 charity leaders, funders, and technology partners at a workshop held at Temasek Shophouse.


DCC is supported by a Technology Advisory Panel (TAP) comprising industry technology leaders. The TAP provides strategic and practical guidance on technology trends, validates the technical roadmap, and supports collaboration and digital capability-building across the sector.

 


Digital transformation as an enabler of impact

Mr Desmond Kuek, CEO of Temasek Trust and DCC Sponsor, spoke about how rapid digital change presents both opportunities and challenges for the social sector. He emphasised that digital transformation is not about tools alone, but about rethinking how care is delivered and how organisations collaborate to achieve greater efficiency, effectiveness, and equity.


Mr Desmond Kuek, CEO of Temasek Trust and DCC Sponsor, highlighted how digital transformation can help Singapore's social services sector strengthen service delivery and coordination.


Referencing Singapore examples such as integrated case management, data analytics, digital outreach, and virtual counselling, Mr Kuek highlighted how digital approaches can strengthen service delivery and coordination. He added that the idea of a “Digital Capital Collective” reflects digital as an enabler of scalable and inclusive impact for people and planet.

Mr Kuek underscored that progress requires collective effort with philanthropists supporting innovation, charities rethinking service delivery, and partners working together to ensure inclusion and access. He encouraged participants to lean in, align efforts, and support one another to sustain change.

Strengthening governance, performance, and transformation

Mr Lawrence Ang, iShine Cloud Board Member and TAP Chair, shared perspectives on common digital challenges faced by charities, including fragmentation, capability gaps, and the need for sustained investment in shared digital foundations.

He shared how DCC aims to address these challenges through stakeholder engagement with donors, funding agencies and volunteer talent to secure sustainable funding and resourcing; building a sustainable and scalable portfolio of digital products leveraging leading technologies and AI to enable charities in governance, performance and transformation; and driving sector-wide adoption by addressing common governance and performance pain points through AI-enabled, agile and rapid software development. Desired outcomes include sustained improvements across the charity sector in governance, performance, and transformation.

Participants then took part in workgroup discussions on how DCC can be strengthened and sustained, including considerations around financial sustainability and products and services prioritisation. Key insights were shared to inform the next phase of work.

The role of partnerships

The workshop concluded with a plenary discussion on why technology partners are supporting the charity sector through DCC partnerships. Panellists included Mr Kevin Wo, Chief Partner Officer and Managing Director, Global Partner Solutions, Microsoft; Ms Binny Peh, Head of Partners and Alliances, Singapore Public Sector, Amazon Web Services; and Mr Lim Shih Hsien, Executive Vice President, IT, OT and Cyber, Seatrium. The panel was moderated by Mr Oon Jin Gee, Enabler, Digital Transformation, Temasek Trust.

Panellists highlighted the importance of strong governance, compliance, and data foundations as charities adopt digital solutions, as well as the role of effective change management. They emphasised that technology is most effective when underpinned by clear operating models and collaborative partnerships.

The DCC team is working towards launching early pilots and onboarding participating charities in early 2H2026.
